Tonight,thankstothegritanddeterminationoftheAmericanpeople,thereismuchprogresstoreport.Afteradecadeofgrindingwar,ourbravemenandwomeninuniformarecominghome.Afteryearsofgruelingrecession,ourbusinesseshavecreatedoversixmillionnewjobs.WebuymoreAmericancarsthanwehaveinfiveyears,andlessforeignoilthanwehaveintwenty.Ourhousingmarketishealing,ourstockmarketisrebounding,andconsumers,patients,andhomeownersenjoystrongerprotectionsthaneverbefore。
Together,wehaveclearedawaytherubbleofcrisis,andcansaywithrenewedconfidencethatthestateofourunionisstronger。
ButwegatherhereknowingthattherearemillionsofAmericanswhosehardworkanddedicationhavenotyetbeenrewarded.Oureconomyisaddingjobs-buttoomanypeoplestillcan’tfindfull-timeemployment.Corporateprofitshaverocketedtoall-timehighs-butformorethanadecade,wagesandincomeshavebarelybudged。
Itisourgeneration’stask,then,toreignitethetrueengineofAmerica’seconomicgrowth-arising,thrivingmiddleclass。
Itisourunfinishedtasktorestorethebasicbargainthatbuiltthiscountry-theideathatifyouworkhardandmeetyourresponsibilities,youcangetahead,nomatterwhereyoucomefrom,whatyoulooklike,orwhoyoulove。
Itisourunfinishedtasktomakesurethatthisgovernmentworksonbehalfofthemany,andnotjustthefew;thatitencouragesfreeenterprise,rewardsinpidualinitiative,andopensthedoorsofopportunitytoeverychildacrossthisgreatnation。
TheAmericanpeopledon’texpectgovernmenttosolveeveryproblem.Theydon’texpectthoseofusinthischambertoagreeoneveryissue.Buttheydoexpectustoputthenation’sinterestsbeforeparty.Theydoexpectustoforgereasonablecompromisewherewecan.FortheyknowthatAmericamovesforwardonlywhenwedosotogether;andthattheresponsibilityofimprovingthisunionremainsthetaskofusall。
Ourworkmustbeginbymakingsomebasicdecisionsaboutourbudget-decisionsthatwillhaveahugeimpactonthestrengthofourrecovery。
Overthelastfewyears,bothpartieshaveworkedtogethertoreducethedeficitbymorethan$2.5trillion-mostlythroughspendingcuts,butalsobyraisingtaxratesonthewealthiest1percentofAmericans.Asaresult,wearemorethanhalfwaytowardsthegoalof$4trillionindeficitreductionthateconomistssayweneedtostabilizeourfinances。
Nowweneedtofinishthejob.Andthequestionis,how?
In2011,Congresspassedalawsayingthatifbothpartiescouldn’tagreeonaplantoreachourdeficitgoal,aboutatrilliondollars’worthofbudgetcutswouldautomaticallygointoeffectthisyear.Thesesudden,harsh,arbitrarycutswouldjeopardizeourmilitaryreadiness.They’ddevastateprioritieslikeeducation,energy,andmedicalresearch.Theywouldcertainlyslowourrecovery,andcostushundredsofthousandsofjobs.That’swhyDemocrats,Republicans,businessleaders,andeconomistshavealreadysaidthatthesecuts,knownhereinWashingtonas“thesequester,”areareallybadidea。
Now,someinthisCongresshaveproposedpreventingonlythedefensecutsbymakingevenbiggercutstothingslikeeducationandjobtraining;MedicareandSocialSecuritybenefits。
Thatideaisevenworse.Yes,thebiggestdriverofourlong-termdebtistherisingcostofhealthcareforanagingpopulation.AndthoseofuswhocaredeeplyaboutprogramslikeMedicaremustembracetheneedformodestreforms-otherwise,ourretirementprogramswillcrowdouttheinvestmentsweneedforourchildren,andjeopardizethepromiseofasecureretirementforfuturegenerations。
Butwecan’taskseniorcitizensandworkingfamiliestoshouldertheentireburdenofdeficitreductionwhileaskingnothingmorefromthewealthiestandmostpowerful.Wewon’tgrowthemiddleclasssimplybyshiftingthecostofhealthcareorcollegeontofamiliesthatarealreadystruggling,orbyforcingcommunitiestolayoffmoreteachers,cops,andfirefighters.MostAmericans-Democrats,Republicans,andIndependents-understandthatwecan’tjustcutourwaytoprosperity.Theyknowthatbroad-basedeconomicgrowthrequiresabalancedapproachtodeficitreduction,withspendingcutsandrevenue,andwitheverybodydoingtheirfairshare.Andthat’stheapproachIoffertonight。
OnMedicare,I’mpreparedtoenactreformsthatwillachievethesameamountofhealthcaresavingsbythebeginningofthenextdecadeasthereformsproposedbythebipartisanSimpson-Bowlescommission.Already,theAffordableCareActishelpingtoslowthegrowthofhealthcarecosts.ThereformsI’mproposinggoevenfurther.We’llreducetaxpayersubsidiestoprescriptiondrugcompaniesandaskmorefromthewealthiestseniors.We’llbringdowncostsbychangingthewayourgovernmentpaysforMedicare,becauseourmedicalbillsshouldn’tbebasedonthenumberoftestsorderedordaysspentinthehospital-theyshouldbebasedonthequalityofcarethatourseniorsreceive.AndIamopentoadditionalreformsfrombothparties,solongastheydon’tviolatetheguaranteeofasecureretirement.Ourgovernmentshouldn’tmakepromiseswecannotkeep-butwemustkeepthepromiseswe’vealreadymade。
Tohittherestofourdeficitreductiontarget,weshoulddowhatleadersinbothpartieshavealreadysuggested,andsavehundredsofbillionsofdollarsbygettingridoftaxloopholesanddeductionsforthewell-offandwell-connected.Afterall,whywouldwechoosetomakedeepercutstoeducationandMedicarejusttoprotectspecialinteresttaxbreaks?Howisthatfair?Howdoesthatpromotegrowth?
